IACP Submits Comments to USP on Proposed General Chapter <800> Hazardous Drugs - Handling in Healthcare Settings


IACP has submitted its comments to the United States Pharmacopeia (USP) on its proposed Chapter <800> Hazardous Drugs - Handling in Healthcare Settings. FDA Releases Outsourcing Facility Fee Rates for Fiscal Year (FY) 2015


The Food and Drug Administration (FDA) has announced the rates for FY 2015 for the establishment fees and reinspection fees for 503(B) registered outsourcing facilities (OFs). The recent Drug Quality and Security Act (DQSA) authorizes FDA to collect an annual establishment fee from each OF including a reduced establishment fee for those OFs meeting the requirements of a small business as defined by FDA. Also, please note according to the DQSA, a facility will not be deemed an OF until it has paid the annual establishment fee.  In addition, FDA is also authorized to collect reinspection fees for each reinspection of an OF. IACP Meets with AVMA Vet Task Force

With efforts ramping up to address Veterinary Compounding by Congress and the Food & Drug Administration (FDA), IACP met with the American Veterinary Medical Association (AVMA's) Vet Task Force this week in order to find common ground, addressing issues and concerns that would restrict Vet and patient choice for compounded medications. IACP recently solicited membership for a Vet Compounding Task Force. This Task Force will meet with AVMA's Vet Task Force in the future to tackle these issues and provide education as efforts move forward to regulate the arena of compounding for animals. IACP will keep you apprised of developments.

IACP Launches Partnership for Personalized Prescriptions Advocacy Group and Website!

IACP’s new compounding advocacy society, Partnership for Personalized Prescriptions (P3), brings together more than 150,000 patients and practitioners, providing them with a forum to share their support and passion for compounding. Importantly, P3 members are provided with the tools to advocate on their own behalf. P3 also provides an ongoing educational resource for those interested in pharmacy compounding and its value for patients and the practitioners who serve them. A compounding pharmacist locator service is provided so that patients, physicians, veterinarians and nurses can conveniently find compounders in their area.

This week's question comes from an IACP member regarding Office Use and Controls.

Question: Can I compound a controlled substance for office use.  Office Use with Controls? The Drug Enforcement Administration's (DEA) Pharmacist's Manual says that I can.

Answer: COMPOUNDING a controlled substance for office-use is not permitted by the DEA's rules/interpretations of the Controlled Substances Act.

DISTRIBUTING a MANUFACTURED/FINISHED controlled substance to a prescriber for office-use is permitted by the DEA. For schedules III-V, it's a sale transaction based upon the receipt of a formal order or invoice from a DEA registrant.  For schedule II, it's a sale transaction based upon the receipt of a completed Schedule 222.

So... yes, a pharmacy can sell/distribute a controlled substance to another DEA registrant (doctor, hospital, pharmacy, etc.). The purchaser (doctor, hospital) can then use that for office-use if they wish. BUT, that doesn't include compounded controlled substances.  Just the manufactured ones that have an assigned and identifiable NDC number.

The ACA, IACP, ACVP Educational Conference announces the Spring 2015 Student Writing Competition to recognize original papers on a particular topic affecting the future of independent pharmacy.  Two winners will be selected by a review committee from the papers submitted.  Thanks to the generosity of donors of both the ACA Foundation and IACP Foundation, the winners of this writing competition will each receive a scholarship to attend the Educational Conference February 25-28, 2015 in Fort Lauderdale, Florida.  All pharmacy students are encouraged to compete.
