Cynthia Blankenship, Esq., newly employed by the Rose Law Firm, has rejoined the IACP legislative team, and will help the Academy continue the considerable momentum it has generated in Washington D.C.
Cynthia will help ensure that IACP does not miss a beat on the many initiatives she’s begun over the last few years. She will continue her role as leader of the DQSA Coalition, which resulted from a strategic initiative from IACP's Board of Directors. Cynthia was instrumental in the formation of this unprecedented alliance to ensure that IACP members’ interests and those of their patients continue to be heard on Capitol Hill.
Cynthia also will continue to shepherd the amazing work she has done on Appropriations language. The Congressional Appropriations Committees rejected FDA's request for increased funding to implement the provisions related to compounding within the Drug Quality and Security Act. In addition, the Omnibus appropriations bill expresses grave concern from Congress that FDA has exceeded its authority under the DQSA by prohibiting all office-use compounding and restricting dispensing as well as distribution activities within the Memorandum of Understanding. In order to address these concerns, Congress has included language within the Omnibus appropriations legislation that mandates FDA to release guidance within 90 days of enactment that allows office-use compounding. The Omnibus also contains language that prevents FDA from restricting dispensing of compounded medications within the Memorandum of Understanding and mandates FDA to report to Congress within 90 days as to when the API positive list will be finalized.
Along with IACP’s D.C. legislative consulting firm, Arnold & Porter, Cynthia will continue to work on moving forward Senate Bill 1406, ensuring that prescribers do not lose access to office use which is so critical to so many physician practices and the patients they serve.

Dagmar oversees efforts to implement marketing strategic planning, developing and executing both internal and external communication programs that support brand positioning and the strategic goals of the organization established by the Board of Directors and IACP membership. Dagmar plays an integral role in helping to develop and manage integrated communications and marketing programs for a variety of member programs, products and services that will drive the next phases of growth for IACP.

Jennifer is responsible for IACP membership with goals to increase all levels of membership while maintaining retention with existing members. She coordinates with other IACP Events & Education and Communications & Publications staff to promote the visibility of IACP and the IACP Foundation.
Jennifer interfaces with and provides support services to the IACP Foundation Board of Directors. She works with the Research Program Committee to coordinate and facilitate research initiatives and monitors grants. Jennifer also works with the Education Committee on student programs including student essays and IACP Foundation Care Internships while being the liaison with the American Association of Colleges of Pharmacy. In addition, she is responsible for development and oversight of IACP Foundation fundraising which includes events like the RxMixer, solicitations for fund development while identifying and cultivating short-term and long-term giving initiatives with key stakeholders.
As a Certified Pharmacy Technician, Jennifer understands that a commitment to quality and life-long learning is integral to the success of today’s compounders. She also learned through her years of sales and service that networking and building relationships is a key building block of growth.
